What a browser converter can and can't do
Pulling text out of a text-based PDF is reliable. Reproducing a complex, multi-column magazine layout with images is not — no free, in-browser tool does that perfectly. For editing wording, notes and simple documents, text extraction is exactly what you need.
Scanned PDFs are different
A scan is a picture of text, with no real text layer to extract. Converting it won't produce editable words. You can still turn scans into images with PDF to JPG or PDF to PNG.
